NEO - Ukraine: Network of the National Erasmus+ offices and Higher Education Reform Experts - Ukraine (EU-funded project)

General

The National Erasmus+ Office - Ukraine assists the European Commission, the European Education and Culture Executive Agency (EACEA), the national authorities and higher education institutions in the implementation of the ERASMUS+ Programme. The NEO - Ukraine follows closely the policy developments in Ukraine, particularly in the field of higher education but also at other levels of education, if required.

Besides the EU Delegation, the NEO is a focal point in the country for all actors, potential applicants, beneficiaries and other stakeholders as regards the EU cooperation activities in (higher) education under the ERASMUS+ programme.

The mandate of the National Erasmus+ Office under the ERASMUS+ programme covers all: supporting, promotion, monitoring and dissemination activities related to the Erasmus+ activities in higher education open to cooperation with partner countries (in Key Actions 1, 2 and 3).

Target groups

Activities of the NEO are targeted at the following groups of stakeholders:

  • All ERASMUS+ beneficiaries and potential beneficiaries in the country (such as higher education institutions, VET institutions, staff and students, civil society, non-governmental organisations, enterprises, academic and professional associations, student associations, professional organisations, research institutions, vocational training institutions) and any other stakeholder eligible for participation in the Erasmus+ programme in their country.
  • National authorities, in particular those in charge of higher education and their affiliate bodies.
  • Potential applicants, grant holders, beneficiaries and other stakeholders in the field of higher education in Erasmus+ Programme Countries, where possible.
  • other NEOs, especially in the same region and with National Agencies in the Erasmus+ Programme Countries (in particular for partner search, exchange of good practices or organisation of joint events).

Overall objectives

The overall objective of the NEO – UA project: to improve the awareness, visibility, relevance, effectiveness and impact of the international components of the Erasmus+ programme and to support promotion and dissemination in Ukraine. 

Specific objective

  • To assist the European Commission, the EACEA, the EU Delegation to Ukraine, the Authorities of Ukraine, relevant stakeholders and beneficiaries in the implementation of the International Dimension of Erasmus+ Programme in Higher Education and Vocational Education and Training, other opportunities in Education, Youth and Sport which are open to Ukraine as a Partner Country.
  • To support promotion and dissemination of EU funded projects activities and outcomes in Ukraine. The mandate of the NEO – UA covers supporting, promotion and dissemination activities related to all Erasmus+ international dimension actions open to cooperation with Ukraine (Key Actions 1, 2 and 3), with a special focus on actions in International Credit Mobility, Capacity Building in Higher Education, Capacity Building in Vocational Education and Training, Virtual Exchange in Higher Education and Youth.
  • Higher Education Reform Expert Team - Ukraine will be coordinated by NEO – UA.
  • NEO – UA will follow closely the policy developments in Ukraine in Higher Education and Vocational Training and Education, and in other Education fields, Youth and Sport. Besides the EU Delegation, NEO – UA will act as focal points in Ukraine for applicants, beneficiaries and other stakeholders on the EU cooperation activities under Erasmus+ Programme.
  • NEO-UA will become a center of excellence and a pool of expertise contributing to the reforms in education, youth and sport areas, providing high quality guides on opportunities and building capacity of stakeholders and beneficiaries to become Erasmus+ champion widely disseminating the Programme impact. Ambassadors of the European values in Ukraine and promoters of Ukrainian achievements in EEA, EHEA and ERA.

The results to be achieved by the NEO

  • Improved awareness of Erasmus+ for potential applicants and higher education stakeholders in general.
  • Promotion of other actions and field open for Ukraine under Erasmus+.
  • High Quality assistance to applicants and beneficiaries.
  • Contribution and timely response to European Commission and EACEA requests in particular for the consultation exercise in the context of the selection process.
  • Sound support to the team of Higher Education Reform Experts (HEREs) in the partner country.
  • Contribution to the life of the Erasmus+ community by collaborating closely with the European Commission, Delegations and the National Authorities.
  • Dissemination of information and visibility in Ukraine about other EU higher education initiatives.

For the information. NGO Institute for Leadership, Innovations and Development has been performing the European Union Project "Network of the National Erasmus+ offices and Higher Education Reform Experts".
The Grant Agreement has been signed in 2018 for operation till 2020. The project is offcially registered, Registrated card# 3790 dated March 1, 2018. The Grant of EU amounts at 789433.86 euro. It includes national and international activities in Ukraine as mentioned above in the description of Terms of Reference as well and national and international activities of the Higher Education Reform Experts team. The project was reregistered on 4.03.2021 till 31.12.2021 - the Registration Card here.

The previous Grant Agreements were signed in 2014 for the period of 2015-2017 activities for operation of NEO-Ukraine and HERE-Ukraine as 2 projects. NEO-Ukraine grant for 2015-2017 рр 527061,67 euro; HERE-Ukraine EU grants amount for 2015 - 29578,00 euro; for 2016-2017 - 68142,00 euro. The projects have been officially registered in the Ministry of Economic Development and Trade of Ukraine as International Assistance Project and submitted half-year reports to the Ministry of Education and Science of Ukraine. Registration cards № 3187, 3382 and 3192.

Former National Tempus-office in Ukraine: as a result of the open-call for proposals NGO "ILID" has won the competion and on March 28, 2009 the Grant Agreement was signed between the Education and Culture Directorate General of European Commision and NGO Institute for Leadership, Innovation and Development to operate as the project "National Tempus-office in Ukraine". Period of Activities: from March 1, 2009 till December 31, 2010. New Grant Agreement signed on December 10, 2010 with the elegibility period January 1, 2011 till December 31, 2013, Ammended to December 31, 2014 with the Education, Audiovisual and Culture EC Executive Agency and renamed into National Erasmus+ Office in Ukraine.
Since 2009 all projects were officially registered and submitted half-years/yearly and final reporting to the key beneficiary - Ministry of Education and Science of Ukraine.
