European Regional Policy: Balance of Local, National and Pan-European Interests

The key principles of European regional policy have been varying since 1980th, but in general, they show their efficiency in the conditions of current economic challenges. Almost all EU countries had passed through complicated process of territorial reforms to fit the general strategy of EU regional development. Today, in the EU case, the issue of regional policy is not more about reforms (creating new structures) but looking for efficiencies without changing structures. On the contrary, in Ukraine there is huge gap in the aspect of territorial management. Territorial and administrative reforms, which was launched in 2015 in Ukraine now shows the first positive results of decentralization. Changing of territorial structure is reflected in budget, social, educational, medical policies. However, a lot should be done more.Thus, the main goal of the current JM Module is promoting EU experience of unleashing territorial potential through development strategies and implementing the best practices in Ukraine with the aim of future integration in the system of the EU regions (EU integration was marked as key priority in the amendment to Constitution of Ukraine in 2019).4 main specific objectives are:- implementation of the academic course “”European regional policy”” (ERP-course) into the Master program of Ternopil National Economic University in order to develop students’ competences in regional development using EU experience.- launching a set of training courses “”European practice of place management”” (ERP-training) in order to upgrade the competences of territorial planning and exchange of experience with local self-government institutes, public servants, NGOs and society at large. – setting up an e-platform (ERP-online) for the distance teaching of the ERP-course and intensive ERP-training.- forming the environment for Module’s upgrading into the valid Centre of European Studies.
