INTERNATIONAL SCIENTIFIC AND PRACTICAL CONFERENCE «IMPLEMENTATION OF EUROPEAN APPROACHES TO TAXATION AND TAX PAYMENT CULTURE IN UKRAINE» (24.09.24, online)

On September 17, 2026, the International Scientific and Practical Conference “Implementation of European Approaches to Taxation and Tax Compliance Culture in Ukraine” was held as part of the final phase of the Jean Monnet Module project: “Fostering a Sustainable Interest in the EU’s Tax Culture through the Introduction of Educational, scientific, and communicative educational activities aimed at Ukrainian society” under the European Union’s “Erasmus+: Jean Monnet” program, 101125984 – TIEU – ERASMUS-JMO-2023-HEI-TCH-RSCH.

The event took place at the State Tax University (online). The purpose of the event was to discuss current trends in the development of tax policy and tax administration in European Union countries, to examine European experience in fostering tax culture, tax literacy, and ensuring tax compliance; identifying directions for implementing best European taxation practices in Ukraine in the context of European integration processes; and fostering scientific dialogue and international cooperation among researchers, students, representatives of government agencies, professional associations, and practitioners.

The conference was attended by officials from the Ministry of Finance of Ukraine, the State Tax Service of Ukraine, and other government and administrative bodies; public figures; representatives of civil society organizations, including the All-Ukrainian Public Organization “Association of Taxpayers of Ukraine” and the Public Organization “Chamber of Tax Consultants”; business representatives; practicing specialists and experts in the field of Ukrainian and European taxation; scholars and students from higher education institutions in Ukraine and EU countries, including Poland, Germany, Spain, and Luxembourg. In total, approximately 80 people participated in the conference.

Academics and graduate students were represented by 23 higher education institutions, of which 5 were from EU countries and 18 from Ukraine.

Participants discussed the specifics of taxation and the development of a tax culture in EU member states and Ukraine, as well as opportunities for implementing European practices into the national tax system.

During the event, a lively and substantive discussion took place on current issues related to tax collection, the development of the tax system, and the formation of a tax culture in Ukraine.

As part of the conference, Iryna Prokopenko, the Project Manager, presented a report on the results of the planned activities, as well as the main outcomes and achievements of the Project during its implementation period.

Based on the conference’s outcomes, it is planned to prepare and submit proposals to the State Tax Service of Ukraine and the Ministry of Finance of Ukraine regarding opportunities to implement best European practices in the field of taxation. There are also plans to publish a collection of abstracts from the conference participants’ presentations.

The conference served as a platform for exchanging scientific and practical findings, experiences, and views on the development of the tax system and the formation of a tax culture. The issues discussed and the European practices presented will contribute to the search for effective approaches to fostering a responsible attitude toward tax payment, developing a partnership between the state and taxpayers, and increasing citizens’ trust in government authorities in Ukraine.

Jean Monnet module ‘Building a sustainable interest in EU tax culture through the introduction of educational, scientific and communication outreach activities targeted at Ukrainian society’ of the European Union’s Erasmus+ programme: Jean Monnet’ (Grant Agreement No. 101125984 – TIEU dated 25.09.2023).

The aim of the Project is to create a sustainable interest among taxpayers (civil society) and representatives of public authorities and governments of Ukraine in the culture of tax payment in the European Union through the introduction of a system of educational, scientific, communicative and information and awareness-raising activities.

The project is implemented by the teachers of the Tax Administration Department of the Faculty of Taxation, Accounting and Audit of the State Tax University.

Project objectives:

– to stimulate excellence in teaching and research in the field of taxation and EU tax culture;

– to develop new competences and generate new knowledge among students and trainees who will become agents of change in the field of taxation and tax culture in Ukraine;

– to promote the harmonisation of national tax legislation with European standards in the context of Ukraine’s acquisition of the EU candidate status and implementation of European integration steps;

– to promote dialogue in Ukrainian society between: students, postgraduates, academic staff of Ukrainian universities; representatives of public authorities, civil society and the media on the dissemination and implementation of best tax practices and traditions of tax culture in the EU in Ukraine.
