Mychailo Wynnyckyj: Higher education is undergoing an intensive transformation (30.11.2024)

On 30 November 2024, an interview was held with Mychailo WYNNYCKYJ, Deputy Minister of Education and Science of Ukraine and National Higher Education Reform Expert of the EU Erasmus+ Programme, for ZN.UA.   • Major challenges for higher education during the war.
    Mychailo WYNNYCKYJ highlighted that despite infrastructure destruction and studying under shelling, the need for systemic transformation persists. Addressing the gap between universities demonstrating high-quality educational and research performance and those lagging behind remains a priority.
  • Admission campaigns and student quality.
    It was emphasised that universities where fewer than one-third of entrants receive state financial support need to reconsider their management approaches. Innovative solutions are being implemented even in frontline institutions.
  • Optimization of the university network.
    According to Mr. Wynnyckyj, consolidation efforts have already yielded results: in 2024, nine successful university reorganizations were carried out, and over $12 million was allocated to upgrade institutions for research equipment.
  • Criteria for consolidation and modernization.
    Universities that are the sole institutions in their cities or have a “city-forming” status will remain intact. At the same time, the Soviet-era sectoral organisation of universities is gradually being phased out.

The interview addresses a wide range of pressing issues, showcasing a strategic approach to reforming higher education in Ukraine. According to the Deputy Minister, systemic changes are being implemented to enhance education quality, integrate universities into the European space, and ensure equal access to quality education.
