Participation in the final International Workshop “Resilience to Hybrid Threat Challenges” based on the results of the Erasmus+ CBHE WARN project (07.11.2024, online)

On 7 November 2024, the National Erasmus+ Office – Ukraine team took part in the final seminar “Resilience to Hybrid Threats Challenges”, organised by the Erasmus+ CBHE WARN project consortium at the Ministry of Education and Science of Ukraine. Thanks to the hybrid format of the event, international partners were also able to join the seminar.

Welcoming remarks were delivered to the participants by Timo TIIHONEN, Project Coordinator and Professor at the University of Jyväskylä, Svitlana SHYTIKOVA, Coordinator of the National Erasmus+ Office – Ukraine, and Oleksandra HUSAK, General Director of the Directorate of European and Euro-Atlantic Integration at the Ministry of Education and Science of Ukraine.

Svitlana SHYTIKOVA, in her opening remarks, highlighted the importance of the Erasmus+ CBHE WARN initiative in enhancing resilience to modern challenges, particularly hybrid threats. She emphasized the need for cross-sectoral cooperation, experience sharing, and engagement of all relevant stakeholders in building joint strategies and mechanisms to counter these threats.

During the first session, project participants presented the key results of the consortium’s activities and spin-off initiatives aimed at increasing societal resilience in response to turbulent challenges. The second session focused on benchmarking European experiences in countering hybrid threats. Specifically, Mr. Moylanen, Doctor of Economics and Coordinator of the Master’s Programme in Strategic Analysis at the University of Jyväskylä, presented insights on the organisation of voluntary defence training in Finland.

Attention was also given to analysing Application of European resilience experience against hybrid threats in the Erasmus+ project WARN.

An associated partner of the project, the Kharkiv Regional Employment Centre, also joined the seminar. Its Director, Oleksandr KOTUKOV, spoke about the importance of skills to counter hybrid threats in modern professions and the corresponding demands of the labour market. Andriy ZAGORODSKY, a WARN partner and Programme Director of the NGO Resilient Ukraine, delivered a report on lessons learned from cross-sectoral simulation training on resilience and countering hybrid threats.
