Roundtable “Internationalisation as a Driver of Research-Based Education” – ТАМ event (23.09.2025, hybrid format)

On 23 September 2025, a TAM event – the International Roundtable “Internationalisation as a Driver of Research-Based Education” – was held, organised by the National Erasmus+ Office Ukraine jointly with the Ministry of Education and Science of Ukraine, the Institute of Higher Education of the National Academy of Educational Sciences of Ukraine, and the Higher Education Reform Experts (HERE team), with the support of SPHERE, EACEA, the European Commission, and with the participation of TAM expert Jan HUPKENS, Senior Policy Advisor Internationalisation for the Maastricht University Executive Board, Netherlands.

About 70 participants joined the TAM event.

The roundtable opened with a welcome address by Adrien OLSZAK-OLSZEWSKI, Policy Officer for Ukraine, DG EAC – The Directorate General for Education, Youth, Sport and Culture, European Commission. He reaffirmed the European Union’s unwavering support for Ukraine in ensuring educational development and resilience. Kateryna DUKHNYCH, Program Officer, Delegation of the European Union to Ukraine, emphasised the importance of such events in the context of European integration and internationalisation processes in the Ukrainian higher education system. Svitlana SHYTIKOVA, Coordinator of the National Erasmus+ Office Ukraine, highlighted the priorities of the EU’s Erasmus+ Programme for the preparation of project proposals for the upcoming 2025 calls.

Serhii SHKABKO, Head of the Expert Group on European Integration, Directorate of European and Euro-Atlantic Integration, Ministry of Education and Science of Ukraine, outlined the challenges and prospects of internationalisation of Ukrainian higher education in the context of the EU accession negotiation process and described the key steps required to ensure Ukraine’s full association with the EU’s Erasmus+ Programme.

Volodymyr LUGOVYY, First Vice-President of the National Academy of Educational Sciences of Ukraine, HERE, presented recent findings from research on assuring and improving the higher education quality in times of growing university competition under the martial law and European integration, in his presentation “Research-Based Education and Research as a Priority for Modern University”.

TAM expert Jan HUPKENS delivered presentations “Internationalisation of Higher Education as a Driver for growth: Opportunities to strengthen research-based education. Best practices to integrate research and education” and “Important current European & Global Initiatives that offer opportunities for Ukrainian Universities”. A lively discussion followed, involving representatives of HEIs and research institutions, sharing experience on the implementation of research-based education in Ukraine, particularly at the Bachelor’s level.

Real cases of internationalisation in higher education and its impact on research-based education were presented by participants in international projects. Maria MYSHLOVSKA, HERE shared her personal experience and student perspective on international joint study programmes as a graduate of the UK-Ukrainian Master’s programme at the Ukrainian Catholic University.

Representatives of the National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute” – Joint Programme Coordinator Danylo TAVROV, Head of the Applied Mathematics Department, and Head of the Academic Mobility Department Olga DEMYDENKO, Deputy Dean of the Faculty of Linguistics, – presented their experience as a full partner in the ERASMUS MUNDUS JOINT MASTER PROGRAMMES (EMJM) project and the implementation of a Joint Master’s programme under martial law.

Outcomes of CBHE projects and their impact on the internationalisation of higher education, enhancement of its quality, and development of research-based education in the context of digital transition were also presented during the roundtable.

Lyudmyla ZAGORUIKO, Project Manager of the project DIGIUNI – Digital University – Open Ukrainian Initiative (2023-2027) and Leading Specialist of the International Relations Office, Taras Shevchenko National University of Kyiv (the grantholder) outlined the key goals and outcomes aimed at systemic change in Ukraine in the context of internationalisation, digital transition, and access to quality higher education.

Svitlana LYTVYNOVA, Deputy Director for Science, Institute for Digitalisation of Education, National Academy of Educational Sciences of Ukraine, presented the purpose and objectives of the project SIN-NEC – Sustainability and Internationalization Capacities to Promote Modernisation of Newcomers Higher Education in Neighbourhood East Countries (2024-2026), and the results of a survey of academic and research staff on internationalisation issues conducted within the project.

Also, TAM event was participated by the HEREs: Yuriy RASHKEVYCH, HERE Chair, Member of the National Qualifications Agency, Professor of the Lviv Polytechnic National University; Iryna ZOLOTARYOVA, Member of the National Agency for Higher Education Quality Assurance (NAQA), Professor of the Simon Kuznets Kharkiv National University of Economics; Irina SIKORSKAYA, Director of the International Education Center, Mariupol State University; Andrii STAVYTSKYI, Professor and ECTS Coordinator of the Taras Shevchenko National University of Kyiv.

As a result of the roundtable, it is planned to prepare proposals on internationalisation as a driver of research-based higher education development, considering the experience of other countries and European Higher Education Area studies.
