X International Scientific and Practical Conference “EUROPEAN INTEGRATION OF HIGHER EDUCATION OF UKRAINE IN THE CONTEXT OF THE BOLOGNA PROCESS. Quality Assessment: Approaches and Tools” – TAM event (10.11.21, online)
National Erasmus + Office in Ukraine on 10th November 2021 performed the X International Scientific and Practical Conference “European Integration of Higher Education of Ukraine in the context of the Bologna Process. Quality Assessment: Approaches and Tools”, initiated and organized jointly with the Institute of Higher Education, NAESU and the Taras Shevchenko National University of Kyiv and in close cooperation with the Ministry of Education and Science of Ukraine, National Academy of Educational Sciences of Ukraine, National Agency for Quality Assurance in Higher Education, Union of Rectors of Higher Education Institutions of Ukraine and British Council in Ukraine in frame of the Technical Assistant Mission (TAM) provided by SPHERE, EACEA.

About 200 participants attended the Zoom webinar: representatives of 100 higher education and 4 research institutions, members of the National Team of Higher Education Reform Experts, EU Erasmus+ Programme.
The participants were welcomed by: Volodymyr BUGROV, Rector of the Taras Shevchenko National University of Kyiv; Andriy VITRENKO, First Deputy Minister of Education and Science of Ukraine; Vasyl KREMEN, President of the National Academy of Educational Sciences of Ukraine; Mychailo WYNNYCKYJ, Head of the Secretariat, National Agency for Higher Education Quality Assurance (NAQA); Lyudmyla TATSENKO, Head of Education Programmes, the British Council in Ukraine and Svitlana SHYTIKOVA, Coordinator of the National Erasmus+ Office – Ukraine (EU project).
The event was moderated by Svitlana KALASHNIKOVA, HERE, Adviser to the Directorate of the Institute of Higher Education, NAESU, and Zhanna TALANOVA, Analytical Manager of the NEO – Ukraine.
During the session “Quality of Higher Education and the Bologna Process” Oleh SHAROV, HERE, Director General of the Directorate of Higher Education and Adult Education, the Ministry of Education and Science of Ukraine, MESU, presented the main provisions of the draft Higher Education Strategy 2031. Higher Education in Ukraine through Legislative Updates in 2014-2021, as well as achievements and challenges, were revealed in the presentations of Volodymyr BAKHRUSHYN, HERE, Head of the Higher Education Sector of the Scientific and Methodological Council, MESU, Professor of the National University “Zaporizhzhya Polytechnic”, and Mychailo WYNNYCKYJ, Head of the Secretariat, NAQA.
Professor Olgun CICEK, Vice-President of the Network of Quality Assurance Agencies in Higher Education in Central and Eastern Europe (CEENQA) (Germany), Member of the Executive Boards of YÖDAK (Cyprus), AQAAIW / IQA (Indonesia) and Member of the Advisory Board of the NAQA – Ukraine presented problems and ways to evaluate the University performance in the context of the quality of higher education.
During the second session “Higher Education Quality Assessment”, TAM expert Ian WELCH, Deputy Director of the UK QAA until 2021, Chairman of the Advisory Board of the NAQA – Ukraine, highlighted approaches and tools for higher education quality assessment.
Accreditation as a tool for assessing the quality of University performance and approaches to quality assurance were discussed in the presentations of Irina ZOLOTARIOVA, HERE, Member of the NAQA, Professor of the Semen Kuznets Kharkiv National University of Economics; Olga LYUTA, Head of the Center for Quality Assurance in Higher Education of the Sumy State University; Svitlana KALASHNIKOVA, HERE, Adviser to the Directorate of the Institute of Higher Education, NAESU.
Volodymyr LUGOVYI, HERE, First Vice-President of NAESU and Andriy GOZHYK, Vice-Rector of the Taras Shevchenko National University of Kyiv detailed approaches to measuring the quality of higher education, considering global University rankings.
During the conference, participants developed competencies in quality assessment and improvement and received relevant recommendations on modern approaches and tools for quality assessment and improvement, indicators for assessing the quality of University performance, collecting and interpreting quantitative and qualitative data to assess and improve quality.
