The activity of the Higher Education Sector of the Scientific and Methodological Council (NMR) of the Ministry of Education and Science of Ukraine on higher education standards development with the participation of HERE and NEO – Ukraine (April 16, June 20, July 17, 24, 28, September 13, 26, December 24, 2025)
During 2025, the active work of the Higher Education Sector of the Scientific and Methodological Council of the Ministry of Education and Science of Ukraine (NMR) continued to develop new generation of higher education standards in the context of European integration with the permanent participation of the HEREs Volodymyr BAKHRUSHYN, Oleg SHAROV, Maryna MRUGA and the representative of the National Erasmus+ Office – Ukraine Zhanna TALANOVA as members of the NMR. A number of meetings of the Higher Education Sector of the NMR were held.
April 16, a meeting of members of scientific and methodological commissions and subcommittees on problematic issues of developing new generation of standards was held in the Conference Hall of the Ministry of Education and Science of Ukraine with the participation of Deputy Minister of Education and Science of Ukraine Mychailo WYNNYCKYJ, HERE, and members of the NMR, in particular as speakers of the event Director General of the Directorate of Higher and Adult Education of the Ministry Oleg SHAROV, HERE, Coordinator of the Higher Education Sector of the NMR Volodymyr BAKHRUSHYN, Professor of the National University “Zaporizhzhya Polytechnic”, HERE, Head of the Expert Group on Integration into the EHEA and Quality Assurance of the Directorate of Higher and Adult Education of the Ministry Maryna MRUGA, HERE, and Deputy Coordinator of the Higher Education Sector of the NMR Zhanna TALANOVA, Deputy Coordinator – Senior Project Manager for Analytics, NEO – Ukraine. More than 100 participants took part in the event offline.
June 20, July 17, 24, 28, September 13, working meetings of the Higher Education Sector of the NMR, the Ministry of Education and Science of Ukraine, and meetings of the working group on preparing subject areas descriptions by fields in accordance with the ISCED 2013 were organised by Oleg SHAROV, Volodymyr BAKHRUSHYN, Maryna MRUGA, Zhanna TALANOVA and other members of the sector (about 15 participants at each event).
September 26, meeting of the Higher Education Sector of the NMR, the Ministry with the participation of the Deputy Minister of Education and Science of Ukraine Mykola TROFYMENKO and members of the NMR, in particular Oleg SHAROV, Volodymyr BAKHRUSHYN, Maryna MRUGA, Zhanna TALANOVA, where the following issues were considered: development of Guidelines on the compliance of study programmes with the specialties (detailed fields, ISCED 2013); development of the subject areas descriptions of specialties, for which new higher education standards will be developed; approval of a list of issues for the scientific and methodological commissions (sub-commissions) to analyse the effectiveness of higher education standards developed for the specialties of the previous generation. About 15 participants took part in the event.
December 24, a meeting of the Higher Education Sector of the NMR, the Ministry dedicated to the preparing subject areas descriptions and developing Guidelines on the compliance of study programmes with the specialties (detailed fields, ISCED 2013) was held with the participation of members of the NMR, in particular HEREs Oleg SHAROV, Volodymyr BAKHRUSHYN, Maryna MRUGA and Zhanna TALANOVA, NEO – Ukraine (about 15 participants).
