Introductory Speech at the Workshop within the Project “KALYNA: United for Acquiring Skills in Managing European Projects” (18.02.2026, Kyiv)

On February 18, 2026, a workshop aimed at developing practical skills for preparing and managing European Union projects was held. The event was organised by the Île-de-France Region with the information support and participation of representatives of the “Horizon Europe Office in Ukraine” of the National Research Foundation of Ukraine within the framework of the project “KALYNA: United for Acquiring Skills in Managing European Projects.”

Svitlana SHYTIKOVA, Coordinator of the National Erasmus+ Office – Ukraine, delivered an introductory speech and presented the opportunities offered by the EU Erasmus+ Programme. In her remarks, she outlined the Programme’s objectives focused on supporting educational, professional and personal development in the fields of education, youth and sport, and emphasised the role of Erasmus+ in fostering sustainable growth, improving the quality of education, strengthening social cohesion, and advancing Ukraine’s European integration.

During the workshop, participants were also presented with the opportunities of the EU Framework Programme for Research and Innovation “Horizon Europe,” including its structure, clusters, missions and partnerships, as well as statistics on Ukraine’s participation. Particular attention was given to support mechanisms available for Ukrainian stakeholders and to the activities of the “Horizon Europe Office in Ukraine.”

The event provided a platform for dialogue with representatives of the Department for Development and European Strategy of the Île-de-France Region, the Institut Paris Region, and the French Development Agency (AFD) in Ukraine regarding support for reforms, community recovery, and project development.

The “KALYNA” project is implemented in partnership with the National Agency for Adult Vocational Training (AFPA), the Institut Paris Region, and the Kyiv School of Public Administration, in cooperation with the Kyiv and Chernihiv Regional Military Administrations. Its objective is to support regional authorities in mastering EU funding mechanisms through the development of a French-Ukrainian training programme. The three-year project is supported by the French Development Agency (AFD) under its local government financing initiative.
