Ukraine Recovery Conference 2025: Recovery Generation (11-12.07.2025, Rome)

The URC2025 took place in Rome from 10 to 11 July 2025. This was the fourth Ukraine Recovery Conference, continuing the series of high-level political events dedicated to the rapid recovery and long-term reconstruction of Ukraine since the beginning of Russia’s full-scale war against Ukraine.

Governments, international organisations, financial institutions, businesses, regions, municipalities, and civil society gathered together, united by a shared commitment to bolster Ukraine’s resilience for as long as it takes. Participants represented diverse stakeholder groups, demonstrating their steadfast dedication to Ukraine’s future. The conference reflected the Lugano Principles, including a ‘whole-of-society’ approach to recovery through the meaningful participation of a wide range of stakeholders.

Upholding the spirit of the Ukraine Reform Conferences held prior to 2022, URC2025 also showcased Ukraine’s progress in implementing reforms within the context of its economic resilience and the EU accession process.

As part of URC2025, a dedicated session titled ‘Recovery Generation’ was held, aiming to discuss the recovery of youth policy as a strategic vector of the reconstruction, resilience, and European integration agenda. The keynote speakers at the opening of the Recovery Generation session were:

  • Andriy CHESNOKOV, Deputy Minister of Youth and Sports of Ukraine;

  • Andriy SADOVYI, Mayor of Lviv;

  • Luís ALVES, Head of the National Erasmus+ Agency in Portugal

During these two days of the Conference, Andriy CHESNOKOV, Andriy SADOVYI, and Luís ALVES held a series of meetings with public and private organisations to strengthen the collective capacity to translate European programmes into concrete cooperation projects between Ukraine and Portugal.
