V International Conference “Development of Internal Quality Assurance Systems in Ukrainian HEIs” (for the 10th Anniversary of the “Standards and Recommendations for Quality Assurance in the European Higher Education Area” (ESG-2015) – Joint Event (28.11.2025, Hybrid Format)

On 5 December 2024, the V International Conference “Development of Internal Quality Assurance Systems in Ukrainian HEIs” took place. The Joint Event is organised by the National Erasmus+ Office in Ukraine and the Taras Shevchenko National University of Kyiv in cooperation with the Ministry of Education and Science of Ukraine, the National Agency for Higher Education Quality Assurance, the National Qualifications Agency, the Institute of Higher Education, the National Academy of Educational Sciences of Ukraine.

The Rector of the Taras Shevchenko National University of Kyiv Volodymyr BUGROV, Chair of the National Agency for Higher Education Quality Assurance Andriy BUTENKO, Head of the National Qualifications Agency Yuriy BALANYUK, Coordinator of the National Erasmus+ Office in Ukraine Svitlana SHYTIKOVA, and Head of Unit for Higher education in the Directorate General for Education, Culture, Youth and Sport of the European Commission Susanne CONZE delivered welcome speeches and introductory remarks to the participants.

The Conference Topics:

  • The Law of Ukraine “On Higher Education” and ESG-2015. Development of systems of external higher education quality assurance – achievements, problems and prospects (national dimension).
  • ESG-2015 and institutional changes in Universities of Ukraine.
  • ESG through the student’s prism: experience, challenges, expectations.

Panel 1. The Law of Ukraine “On Higher Education” and ESG-2015. Development of systems of external higher education quality assurance – achievements, problems and prospects (national dimension) became a platform for exchanging views and identifying challenges and prospects for the quality of Ukrainian higher education by public officials and figures – Yuriy BALANYUK, Head of the National Qualifications Agency, Yuriy RASHKEVYCH, Member of the National Qualifications Agency, National Higher Education Reform Expert (Deputy Minister of Education and Science (2017-2019), Nataliya STUKALO, Deputy Chair of the National Agency for Higher Education Quality Assurance, Oleksandr YAKIMENKO, First Deputy Head of the State Education Quality Service of Ukraine, Serhiy KVIT, President of the National University “Kyiv-Mohyla Academy” (Head of the National Agency for Higher Education Quality Assurance (2019-2022), Minister of Education and Science of Ukraine (2014-2016), Oleh SHAROV, Director General of the Directorate of Higher Education and Adult Education, the Ministry of Education and Science of Ukraine, National Higher Education Reform Expert. Moderator of the Panel 1 was Zhanna TALANOVA, Deputy Coordinator of the National Erasmus+ Office in Ukraine – Senior Manager for Analytical Work, Coordinator of the HERE team.

The issues identified by Panel 2. ESG-2015 and institutional changes in Universities of Ukraine were discussed by Rectors and Vice-Rectors of leading higher education institutions of Ukraine – Oleksandr AZYUKOVSKYY, Rector of the National Technical University “Dniprovska Polytechnic”, Ruslan BILOSKURSKYY, Rector of the Yuriy Fedkovych Chernivtsi National University, Volodymyr BUGROV, Rector of the Taras Shevchenko National University of Kyiv, Andriy HUKALYUK, First Vice-Rector of the Ivan Franko National University of Lviv, Vasyl KARPUSHA, Rector of the Sumy State University, Anatoliy MELNYCHENKO, Rector of the National Technical University of Ukraine “Ihor Sikorsky Kyiv Polytechnic Institute”, Borys SAMORODOV, Vice-Rector of the V. N. Karazin Kharkiv National University. Panel 2 was moderated by Andriy HOZHYK, Vice-Rector of the Taras Shevchenko National University of Kyiv.

Within the framework of Panel 3. ESG through the student’s prism: experience, challenges, expectations an open discussion of the Conference participants took place based on the results of student surveys.

The offline event was attended by more than 40 participants and speakers at the Taras Shevchenko National University of Kyiv and international speakers and about 100 participants online.

Based on the outcomes of the conference, it is planned to publish Monograph in 2026.
