XI International Conference «European Integration of Ukraine’ Higher Education in the context of Bologna Process. RECOVERY: Challenges, Approaches and Tools» – cluster event (08.11.2022, online)
On 8th November 2022 the National Erasmus+ Office & HERE team – Ukraine in cooperation with Taras Shevchenko National University of Kyiv and Institute of Higher Education of the National Academy of Educational Sciences of Ukraine held cluster event – XI International Conference «European Integration of Ukraine’ Higher Education in the context of Bologna Process. RECOVERY: Challenges, Approaches and Tools». The cluster event was organized with support of the European Education and Culture Executive Agency, the Ministry of Education and Science of Ukraine, the National Agency for Higher Education Quality Assurance, the National Academy of Educational Sciences of Ukraine, Association of Rectors of HEIs of Ukraine and British Council in Ukraine.
The Conference aimed to develop competences regarding recovery of higher education in Ukraine focused on quality assurance and enhancement as well as to prepare recommendations.
Participants who successfully passed the final survey based on the outcomes of the event will be awarded Certificates of participation in the Conference.

Around 215 participants joined the webinar via the Zoom representing public and private Higher Education Institutions, VET institutions, Research Institutions of the National Academy of Educational Sciences of Ukraine and the National Academy of Sciences of Ukraine, the Ministry of Education and Science of Ukraine, the National Agency for Higher Education Quality Assurance, Ukrainian Student Association, Higher Education Reform Experts (HEREs). HEREs presented modern approaches to reform higher education under the new challenges using competences upgraded in frame of the European and TAM events (EACEA) as well as experience obtained within Erasmus+ projects. Among the participants of the cluster event are a number of Erasmus+ project teams interested in achieving quality outcomes under the martial law and post-war recovery of Ukraine.
At the beginning of the event co-organisers of the Conference welcomed all participants. Volodymyr BUGROV, Rector of the Taras Shevchenko National University of Kyiv emphasized the relevance of Higher Education internationalization in the context of European integration; Serhiy SHKARLET, Minister of Education and Science of Ukraine stressed the importance of preparing recommendations from the expert environment regarding the recovery of Higher Education in the post-war period; Vasyl KREMEN, President of the National Academy of Educational Sciences of Ukraine focused the participants’ attention on the implementation of the Bologna Process in modern circumstances; Andriy BUTENKO, Chairman of the National Agency for Higher Education Quality Assurance noted the quality assurance need to face of new challenges; Lyudmila TATSENKO, Head of Education, British Council in Ukraine outlined the main areas of Ukrainian Universities support from the UK; and Svitlana SHYTIKOVA, Coordinator, NEO – Ukraine highlighted the importance for participants to get involved into the Higher Education reforms in Ukraine through the implementation of Erasmus+ Programme projects.
During the session “Recovery of Ukraine’s Higher Education in the context of European Integration” Oleksandr PYZHOV, Director General, Directorate of European integration, budgeting and policy coordination, MESU presented the draft Recovery Plan of Ukraine – Education and Science – in line with the prospect of EU membership. Oleg SHAROV, Director General, Directorate of Higher and Vocational Pre-Tertiary Education, MESU, HERE provided presentation on Higher Education Development Strategy 2031, its status and prospects. Volodymyr BAKHRUSHYN, Head of the Higher Education Sector of the Scientific and Methodical Council, MESU, Professor of the Zaporizhzhia Polytechnic National University, HERE highlighted issues of Higher Education recovery in the post-war period. Svitlana SHYTIKOVA, Coordinator, NEO – Ukraine outlined opportunities of the EU International Technical Assistance Programmes for Higher Education and Science Recovery in Ukraine.
During the second session “Ways to recover Higher Education in Ukraine at the national, regional and institutional levels” Olena KOZIEVSKA, Head of the Secretariat, Parliament’s Committee for Education, Science and Innovations presented achievements and challenges of harmonization of national legislation in the context of European Integration of Ukraine. Mychailo WYNNYCKYJ, Associate Professor of the National University of “Kyiv-Mohyla Academy”, HERE (Erasmus+ DocHub project) stressed opportunities and obstacles to recover higher education at the national and institutional level. Presentation of Iryna ZOLOTARIOVA, NAQA Member, Professor of the Simon Kuznets Kharkiv National University of Economics, HERE (Erasmus+ C3QA, EduQAS projects) was dedication to the role of the NAQA under the martial law and post-war recovery of Ukraine. Volodymyr LUGOVYY, First Vice-President of the National Academy of Educational Sciences of Ukraine, HERE (Erasmus+ DocHub project) and Andriy GOZHYK, Vice-Rector of the Taras Shevchenko National University of Kyiv (Erasmus+ QUAERE project) focused on Higher Education quality as an indicator of national reform success: national, regional and institutional levels. Zhanna TALANOVA, NEO – Ukraine, pointed Ukrainian realities regarding the transition of Universities into leading regional centers in the context of European integration and recovery of Ukraine. Svitlana KALASHNIKOVA, Directorate Advisor of the Institute of Higher Education, NAESU, HERE (Erasmus+ DocHub, EduQAS, UTTERLY projects) presented international experience for improving the quality of HEIs activities (goals, models, success factors) and provided recommendations for Ukraine.
