Guest lecture for tax authorities ‘The role and importance of tax culture in the democratisation of relations between taxpayers and public authorities’ (10.05.2024, online)
On 10 May 2024, a guest lecture for tax authorities on ‘The role and importance of tax culture in the democratisation of relations between taxpayers and public authorities’ was held within the framework of the Jean Monnet Module project: ‘Building a Sustainable Interest in EU Tax Culture through the Implementation of Educational, Scientific and Communication Outreach Activities Focused on Ukrainian Society’ of the European Union’s Erasmus+ Programme: Jean Monnet”, 101125984 – TIEU – ERASMUS-JMO-2023-HEI-TCH-RSCH.
The event was held at the State Tax University (online). The organisers held a guest lecture dedicated to the study of the EU countries’ experience in developing a high tax culture, tax literacy and tax discipline, which will ensure the establishment of a dialogue between taxpayers and public authorities in Ukraine and will promote a responsible attitude of taxpayers to fulfil their tax obligations.
The guest lecture was organised with the participation of employees of the Main Department of the State Tax Service of Ukraine and the support of Yuliana KOZACHENKO, Acting Head of the Main Department of the State Tax Service in Kyiv Region.
The event was attended by more than 30 people from departments, divisions and tax inspections of the Main Department of the State Tax Service of Ukraine.
The speakers of the guest lecture were Iryna PROKOPENKO, PhD, Associate Professor of Tax Administration, Jean Monnet Module Project Manager, and Olga IVANYSHYNA, PhD, Associate Professor, Head of the Department of Tax Administration, Project Leader, who focused on such topical issues as: developing theoretical knowledge and practical skills on the best traditions of taxation and ways to establish partnerships between tax authorities and taxpayers in the EU countries to improve the level of tax culture in Ukraine.
During the event, the participants learnt about the methods used by EU countries to ensure a high level of tax culture and tax discipline and learned about the experience of Scandinavian countries, which have the highest level of tax culture among EU countries, as well as the current level of taxpayer service on the example of Estonia and Spain.
The event was attended by: Valeriia BUDILOVSKA, Deputy Head of the Main State Tax Service in Kyiv Region, and Hanna HRYSHKO, Head of the HR Department of the Main State Tax Service in Kyiv Region, who noted the importance of such measures for harmonising relations between taxpayers and the tax service, which will help to create a positive image of the tax authorities of Ukraine as a European-style service with a high level of trust in society.

Jean Monnet module ‘Building a sustainable interest in EU tax culture through the introduction of educational, scientific and communication outreach activities targeted at Ukrainian society’ of the European Union’s Erasmus+ programme: Jean Monnet’ (Grant Agreement No. 101125984 – TIEU dated 25.09.2023).
The aim of the Project is to create a sustainable interest among taxpayers (civil society) and representatives of public authorities and governments of Ukraine in the culture of tax payment in the European Union through the introduction of a system of educational, scientific, communicative and information and awareness-raising activities.
The project is implemented by the teachers of the Tax Administration Department of the Faculty of Taxation, Accounting and Audit of the State Tax University.
Project objectives:
– to stimulate excellence in teaching and research in the field of taxation and EU tax culture;
– to develop new competences and generate new knowledge among students and trainees who will become agents of change in the field of taxation and tax culture in Ukraine;
– to promote the harmonisation of national tax legislation with European standards in the context of Ukraine’s acquisition of the EU candidate status and implementation of European integration steps;
– to promote dialogue in Ukrainian society between: students, postgraduates, academic staff of Ukrainian universities; representatives of public authorities, civil society and the media on the dissemination and implementation of best tax practices and traditions of tax culture in the EU in Ukraine.
