Preparedness Education in Europe – 2025: New European Report on Crisis Preparedness through Education
On 26 February 2026, the comparative report “Preparedness Education in Europe – 2025” was published, focusing on the development of preparedness education across European countries.
In response to the increasing frequency of climate-related incidents, cyber threats and geopolitical instability, the European Union has developed the Preparedness Union Strategy to strengthen Member States’ capacity to respond effectively. The strategy recognises preparedness as both a national and a shared European responsibility and emphasises the importance of integrating preparedness into school curricula and staff training, linking it with the Union of Skills initiative.
The report concentrates on enhancing population preparedness through education, with particular attention to early childhood and primary education. Based on data applicable to the 2025–2026 school year, it examines how European education systems conceptualise and implement “preparedness education”, how they address natural and technological risks in teaching, and how they promote effective cooperation in emergency situations.
Structured in five sections, the report covers curriculum integration, teacher training, quality assurance mechanisms, the role of the European Union, and national plans for further action. It outlines the approaches used by education systems to equip the younger generation with the knowledge and skills needed to navigate an increasingly complex and risk-prone environment.
