Materials on the seminar-presentation “Higher Education Capacity Building in Structural Measures Tempus Projects: current outcomes”(20.11.15)
November 20, 2015 the Ministry of Education and Science of Ukraine, National Erasmus+ office in Ukraine and the Executive Agency for Education, Audiovisual and Culture (EACEA, Brussels) held a seminar-presentation “Higher Education Capacity Building in Structural Measures Tempus Projects: current outcomes” for participants of the EU Program Tempus IV (2010-2016) at the Ministry of Education and Science of Ukraine.
The purpose of the event: to present the current outcomes of Tempus IV projects – Structural Measures for Higher Education Capacity Building by the universities of Ukraine, and to discuss prospects of implementing these outcomes at the national level by support of the Ministry of Education and Science of Ukraine.
Tempus Project teams from 23 universities that representing all regions of Ukraine, representatives of the Executive Agency of the EU Education, Audiovisual and Culture (EASEA), Ministry of Education and Science of Ukraine (MESU), National Erasmus+ office Ukraine (NEO), National Team of Higher Education Reform Experts (HERE team) took part in the event.
National Higher Education Reform Experts presented the Tempus projects outcomes as national coordinators: Advisor to the Minister of Education and Science of Ukraine, Associate Professor of Sociology, National University “Kyiv-Mohyla Academy” Mychailo WYNNYCKYJ (AsP2PhD – Development of best practice model Doctoral Schools for structured PhD programme implementation in Ukraine and Georgia), Vice-Rector of Odessa National Maritime Academy Vadym ZAKHARCHENKO (QANTUS – Qualifications Frameworks for Environmental Science at Ukrainian Universities), Vice-Rector of National Metallurgical Academy of Ukraine Volodymyr SHATOKHA (SpinOff – Support of innovations through improvement of regulatory framework for higher education in Ukraine), Director of the Institute of Higher Education, NAES of Ukraine Svitlana KALASHNIKOVA (ELITE – Education for Leadership, Intelligence and Talent Encouraging), which was the moderator of the seminar as Chairwoman of the HERE team.
They and other National experts – Vice-Rector of the National University “Lviv Polytechnic” Yuriy RASHKEVYCH, First Vice-President of NAPS of Ukraine Volodymyr LUGOVYY, Head of International Cooperation and European Integration, MESU Anna NOVOSAD – took part in the discussion of the presentations and offered their suggestions for future use developments of project teams.
Rector Vasyl Stefanyk Precarpathian National University Igor TSEPENDA and representatives of the Structural Measures Erasmus + project Partnership “QA system in Ukraine: development based on Standards and Recommendations of ENQA”, including Director of the State educational institution “Learning and Methodical Center for Education Quality” Olexander SMYRNOV, joined to the event to examine the implementation of the Tempus projects outcomes at national and international levels and use that experience in frame of new Erasmus+ projects implementation.
Ralf RAHDERS, Head of Unit Erasmus+ Capacity Building in Higher Education, EACEA (Brussels, Belgium), stressed that the main purpose of projects under the Erasmus+ and Tempus is their lasting impact on higher education and the promotion of its capacity and improve its efficiency. Ralf RAHDERS also noted that the projects should exchange experience and use in their work useful achievements of each other. According to him, such meetings in which each project representative has the opportunity to make a presentation of their achievements, get suggestions and recommendations from the Ministry and other stakeholders, play significant role in ensuring integration between projects.
The First Deputy Minister of Education and Science of Ukraine Inna SOVSUN, HERE, said that Tempus and Erasmus+ is a source of development, support and funding for structural changes within the universities, and implementation of project outcomes is a one of the main objectives of the participants. Therefore, it is important that legislative changes in Education that introduces Ministry be taken into account by project teams during the project realization.
Deputy Minister of Education and Science of Ukraine Andriy HEVKO made certain summary of the seminar, drawing the attention to the need for efficient use of EU funds received for international projects implementation, so the achievements of each project should influence the higher education development and the information shared with the educational community.
Head of MESU’ Department for International Cooperation and European Integration Anna NOVOSAD, NERE, noted that a key element to ensure effective project management is the level of foreign language, on which depends the projects quality. She also outlined that projects representatives should be in constant dialogue with the Ministry, as well as to express their desire on Ministry’ support and assist.
NEO Analytical Manager Zhanna TALANOVA as a Rapporteur aggregating expressed suggestions for preparing recommendation on the prospects of Tempus projects outcomes implementation. That recommendation will be discussed by HEREs and posted on the website of NEO in Ukraine.
