TAM event – XIV International Conference «European Integration of Ukraine’ Higher Education in the context of Bologna Process. Values in Higher Education» (20 years of Bologna Process: Achievements, Challenges and Prospects) 7 November 2025
On 7 November 2025 the XIV International Conference “European Integration of Higher Education of Ukraine in the Context of the Bologna Process. Values in Higher Education” – TAM event took place. The event was organised by the National Erasmus+ Office – Ukraine and the Institute of Higher Education of the NAES of Ukraine in cooperation with the Ministry of Education and Science of Ukraine, Taras Shevchenko National University of Kyiv, the National Academy of Educational Sciences of Ukraine, the National Agency for Higher Education Quality Assurance, the Union of Rectors of Higher Education Institutions of Ukraine, and the National Higher Education Reform Experts Team (HERE team). The TAM event was supported by the SPHERE consortium, Directorate-General for Education, Youth, Sport and Culture of the European Commission, the European Education and Culture Executive Agency (EACEA) and EU Delegation to Ukraine
The TAM event – Bologna Conference 2025 aimed to assess the state, challenges and prospects of higher education development in Ukraine under the martial law and the full-scale war in the context of EHEA fundamental values implementation. The event highlighted the processes of harmonising Ukrainian higher education system in line with European integration. It also provided the overview of the impact of the CBHE projects on public responsibility and inclusion development using the example the UNICOM project.
The event gathered online about 90 registered participants on 7 November, including representatives of higher education institutions and vocational pre-tertiary education institutions from all regions of Ukraine, research institutions of the National Academy of Educational Sciences of Ukraine and the National Academy of Sciences of Ukraine, the Ministry of Education and Science of Ukraine, the NAQA, the National Qualifications Agency, Higher Education Reform Experts (HERE), also more than 50 participants watched the live broadcast on the NEO YouTube channel.
The opening speeches were performed by Iryna DRACH, Director of the Institute of Higher Education, National Academy of Educational Sciences of Ukraine, Svitlana SHYTIKOVA, Coordinator of the National Erasmus+ Office – Ukraine and Oleg SHAROV, Director General of the Directorate of Higher and Adult Education, Ministry of Education and Science of Ukraine, HERE.
The Bologna Conference featured key speaker Prof. Liviu MATEI, Head of the School of Education, Communication & Society King’s College London – TAM expert, SPHERE, a recognised European expert on the fundamental values in higher education.
On 7 November, speakers of the Bologna Conference were the National Higher Education Reform Experts:
Oleg SHAROV, Director General of the Directorate of Higher and Adult Education, the Ministry of Education and Science of Ukraine (the MESU) emphasized on implementation of Autonomy, Academic integrity, Public Responsibility for higher education as fundamental values in higher education under the martial law in Ukraine and post-war recovery;
Volodymyr BAKHRUSHYN, Professor, the Zaporizhzhia Polytechnic National University, and Coordinator of the Higher Education Unit of the Scientific and Methodological Council (on higher education standards development), the MESU, focused on national dimension of Academic Freedom and Academic integrity implementation under the martial law in Ukraine.
Institutional coordinator of the Erasmus+ UNICOM project Olena ORZHEL, Chief Researcher, Institute of Higher Education of the NAES of Ukraine, presented project outcomes on development of public responsibility of higher education, third mission, services to society.
Presentations on the actual issues of institutional dimension of Academic Freedom and Academic integrity development under the emergencies were delivered by Andrii GOZHYK, Vice-Rector and Daria SHCHEGLYUK, Head of the Education Quality Assurance Department, the Taras Shevchenko National University of Kyiv.
Representatives of the HERE team active participated in TAM event – Yuriy RASHKEVYCH, HERE Chair, Professor, the Lviv Polytechnic National University, Member of the National Qualification Agency, Deputy Minister of Education and Science of Ukraine (2018-2019), Svitlana KALASHNIKOVA, Advisor to the Directorate, Institute of Higher Education of the National Academy of Educational Sciences of Ukraine (NAESU), Volodymyr LUGOVYY, First Vice-President, National Academy of Educational Sciences of Ukraine, Mychailo WYNNYCKYJ, Associate Professor, National University “Kyiv-Mohyla Academy”, Deputy Minister of Education and Science of Ukraine (2023-2025), Head of the NAQA Secretariat (2019-2022), Vadym ZAKHARCHENKO, Acting Rector, National University “Odessa Maritime Academy”.
On 14 November, online meeting of TAM expert Prof. Liviu MATEI with Ukrainian education experts, researchers and National Higher Education Reform Experts was held to address issues related to identification of the approaches to the EHEA fundamental values implementation in Ukraine. The meeting summarised the Conference outcomes for preparing recommendations and provide Proceeding of the TAM conference materials on EHEA fundamental values issues as well as Bologna principles and tools. The event was attended by 20 participants, including HEREs (Volodymyr BAKHRUSHYN, SMC MESU, Yuriy RASHKEVYCH, NQA, Iryna ZOLOTARIOVA, NAQA); representatives of the Taras Shevchenko National University of Kyiv (Daria SHCHEGLYUK, Head of the Education Quality Assurance Department) and NEO team (Svitlana SHYTIKOVA, Zhanna TALANOVA). The discussion focused on the challenges of implementing EHEA fundamental values and ways to overcome them at the institutional and national levels, using European experience and recommendations. Summary of the Bologna Conference 2025 is prepared based on the outcomes of this discussion and conference materials.
