International roundtable “Quality Assurance of Teaching and Learning in Emergency and Crisis Situations” – TAM event (15–16.07.2025, online)
On 15–16 July 2025, the TAM event – roundtable “Quality Assurance of Teaching and Learning in Emergency and Crisis Situations” – was held, organised by the National Erasmus+ Office in Ukraine in cooperation with the Ministry of Education and Science of Ukraine and the team of National Higher Education Reform Experts (HERE team) of the EU Erasmus+ Programme, with the support of SPHERE, EACEA and participation of TAM expert – Prof. Sophie GUILLET, Head of the cooperation unit within the Department for European and International Affairs, the High Council for the Evaluation of Research and Higher Education (Hcéres) in France, Co-Chair of the Thematic Peer Group on Quality Assurance of the Bologna Follow-up Group.

With a welcome speech Adrien OLSZAK-OLSZEWSKI, Policy Officer for Ukraine, DG EAC – The Directorate-General for Education, Youth, Sport and Culture, European Commission, emphasised the European Union’s ongoing support to Ukraine in ensuring the development and resilience of the education system.
Svitlana SHYTIKOVA, Coordinator of the National Erasmus+ Office – Ukraine, highlighted the priorities of the EU Erasmus+ Programme in the context of project preparations for the 2025 calls.
Deputy Minister of Education and Science of Ukraine Mychailo WYNNYCKYJ, HERE outlined the challenges and prospects of higher education development in Ukraine under emergency conditions in line with the EHEA principles and national legislation.
On the first day of the TAM event, Prof. Sophie GUILLET delivered the presentation “Key concepts and tools for the Quality Assurance of teaching and learning”. Discussion and exchange of ideas and experiences on how Ukraine has adapted its higher education and quality assurance systems to the conditions of martial law took place with participation of the representatives of HEIs and HEREs:
- Volodymyr BAKHRUSHYN, Professor, Chair of the Academic Council, National University “Zaporizhzhia Polytechnic”; Member of the Scientific and Methodical Council (Chairman of the Higher Education Unit), MESU of Ukraine;
- Maryna MRUGA, Head of the Expert Group on Integration into the European Higher Education Area and Quality Assurance, Directorate of Higher and Adult Education, Ministry of Education and Science of Ukraine;
- Iryna SIKORSKA, Director of the International Education Center, Mariupol State University;
- Andriy STAVYTSKYY, Professor of the Economic Cybernetics Department, ECTS Coordinator, Taras Shevchenko National University of Kyiv.
On the second day of the TAM event Prof. Iryna ZOLOTARYOVA, HERE, Member of the National Agency for Higher Education Quality Assurance; Professor of the Information Systems Department, Simon Kuznets Kharkiv National University of Economics, presented the outcomes of the EUA working group’s research on the quality of teaching and learning, crisis management in higher education, and the activities of the National Agency under emergency conditions.
TAM expert Sophie GUILLET gave the presentation “Moving from diagnosing a situation with Quality Assurance mechanisms to implementation remedial actions (real-case examples from other countries)” and conducted the workshop “How to set up efficient Quality Assurance systems adapted to war and post-war situations in Ukraine?”.

- Oleh SHAROV, Director General, Directorate of Higher and Adult Education, Ministry of Education and Science of Ukraine;
- Olena KOZIEVSKA, Head of the Secretariat, Committee on Education, Science and Innovations, Verkhovna Rada of Ukraine – Parliament;
- Yuriy RASHKEVYCH, HERE Chairman, Member of the National Qualifications Agency; Professor of the Lviv Polytechnic National University.
The TAM event was attended by about 150 participants on 15 July and 130 on 16 July. According to the entry and final surveys, participants significantly improved their understanding of the key concepts of quality assurance and their adaptation to emergency and crisis situations. The majority of participants also positively assessed their ability to develop evaluation tools for quality assurance of teaching and learning in such situations, as well as strategies for improving teaching and learning in higher education institutions affected by emergencies.
As a result of the roundtable, proposals will be prepared on quality assurance of teaching and learning under emergency and crisis situations, taking into account international experience and EHEA research.
